The 13 Masters of Evil
The Outpost Three are three identical towns created by master architects long ago. Through the years each has lost its own name, and they are now known simply as the Outpost Three. The fact that each town is identical makes for some strange situations and problems finding the correct place but the locals have just gotten use to sending visitors to the correct city. In fact, it’s become a game the locals play to send a visitor to one city, the occupants of which send the visitors to another in turn, and the game continues until the traveler gets fed up and quits the game.
Control/Leaders – These towns are mainly used for travelers and merchants going and coming between the major cities, and as resting places for those in need. The laws and rules in these cities are strict since it is run by powerful magistrates who rule the courts. They use this power to get whatever they see fit and no one can argue with the results. This has caused a two-headed monster: as one side sees it, the arrangement only allows the the rich to get richer, while the other side sees it as protection for those who can not do protect themselves. Anyone found to be in violation of the law is dealt with quickly and more times then not — quietly.
